Aprilaire Humidifier Drain Overflowing Under Use

I have an older Aprilaire 760 Humidifier on the side of my furnace. When I bought the house a few years ago, I replaced the motor in the humidifier as the old one was stuck. I also cleaned out the evaporator and all the water lines and fittings, as there was no softener in the water system. I've since added a water softener.

When it's very cold out, and the furnace runs almost continouslly, I'm finding that the water drains out quickly enough to overflow the gravity drain tubing (1/2"). When it's not running so often, there isn't a problem with drainage. I have verified that the fan is running to blow air across the evaporator.

Am I correct in thinking that the water panel evaporator needs to be replaced, or is there another common culprit like the solenoid that needs replacing?
