humidifier question

I have a question about how a Honeywell whole house humidifier (similar to this ,model:Model # HE360A) but perhaps 20 years old works. I usually set it at 30 or so and the upstairs registers 30 - 35. Note the unit is connected to the heat pump in the basement. Recently I have had to move it to the max setting to get it to run. The humidity fell to 22% upstairs and the ladies of the home complained of staticy hair and getting shocks.

How does this unit work? Does the thing with the knob measure the humidity in the room where its located? It is in the basement...now finished and its not as humid as it used to be. Or, does it register the humidity of the air in the system. Note the basement is not heated by the heat pump...there are no returns in the basement.

I guess I am trying to understand if the unit is broke, the humidistat thing with the knob is broke, or the changes to the basement might be affecting the unit.
