Friedrich Floating Air split system fan pulses. annoying.

I have a Friedrich floating air split system heat pump. 22K btu. When not calling for heat or AC, the fan pulses on and off. I presume this is to keep airflow past the thermostat, but it's very annoying. Is this the way it is, or can something be done so that the fan shuts off when not calling for heat? There is an eco mode, but the fan keeps pulsing.

The system is about 12 years old.
