Adding Return Air

I need some advice.

My contractor has recommended I add additional return air on my first floor (830 sq ft). Current supply is around 720-770 CFM and the existing return (20x6) is flowing 600 CFM (per his measurements). The return is near the ceiling and very noisy.

I have floor supply registers. Contractor wants to put in a 4x14 floor return in the dining room. The alternative is one or two "14x3.5" wall stacks" on the upper wall in the dining room.

Is this the correct size, and will the floor return work? I get the impression he prefers the floor since it's easier to add than a wall mounted - True/False? The wall stack is approx 2x cost wise.
