Heating in very cold temperatures

Currently, we have very cold temperatures here in Minnesota. I just read that Xcel Energy has asked people in some areas to lower their thermostats to 60 because of supply problems after a gas line explosion in Canada.

Later on in the article, Xcel said that people tend to raise the temperature on their thermostat on extremely cold days.

Does this make sense? I'm not sure how home heating works, I guess. If you find that your natural gas heater doesn't get your house up to the 70 that you want it to, would putting the thermostat at 75 help? Or do people just think that it does?
