farenheat wall heater question

We have a finished basement that lacked heat until just recently. We had a 4000 watt farenheat wall heater installed. It has a dial from 1 to 10. If we set it on 2, within 15 minutes it heats the basement area, 450 sq ft or so, from 63 to 68 degrees and shuts off. The trouble is it does not seem to cycle back on...unless we just are not waiting long enough! You would think once the temp dropped 2 degrees it would kick on..?

If we set the sucker to 3 then it runs but does not seem to shut off. We have had to manually shut it down because it gets too hot...72 degrees.

I was hoping that for times we'd be down there for a few hours it would cycle on/off. It seems we must manually get up and adjust it though.

Do you think there is something wrong with the unit?
