Is this boiler caput?

I'm buying a foreclosure and there is a boiler in the basement. I think by looking at it that there's no way it works but I'm no boiler expert. My father, who isn't much better as he didn't know what it was at first, thinks that it was simply "taken apart when they winterized the house" and could be rejuvenated.

I know none of you are here in person to see it, but what are your thoughts? Also, assuming the baseboards all work, should I replace the boiler as a boiler or get a different heating system? The house has AC forced air in the attic.
