help not heating downstairs

I moved into a two story 2550 sqft house, ac is old but just running, it was cool enough this summer. Now its cold and the rooms upstairs are really hot and downstairs is very cold. The house has open foyer. I know it sounds stupid but I have no idea how this stuff works, I have a unit outside that I was told is probably too small for the house and no idea where the heat pump(?) is etc should I just call a HVAC person?
