Heat Pump replacement

My 20 year old Tempstar heat pump has had it. Last night's -15 degrees was the final straw. I am happy with the Tempstar product, but I am a little confused on replacement pricing. I have a 3.5 ton, 12 Seer unit today. My HVAC guy says replacing with a high end heat pump will run 10k-12k. Seemed a little high, but maybe I am out of touch. Has anyone replaced a heat pump lately and could give me a sanity check? I am told that both the inside and outside units need to be replaced. I may just need to go out for bid. Thanks!
