Correct Fan relay

HI , I had my fan relay replaced yesterday by a technician but when he searched his truck for the part he didn't have it . Instead he pulled out an universal relay that he installed it. I noticed the universal relay did not have the time delay board. My question is, Is that time delay board necessary or can it be bypassed? Relay is st82u 1004
