Adobe Photoshop Elements Question - Recolor entire image?

I have a floorplan that I need to recolor. It is very, very detailed and black right now. It is in RGB mode. I need to recolor the entire picture to Hue 215. I have tried everything, but nothing is working. I cannot use the magic wand to select the picture b/c it is too detailed and I know pieces would be left out. Does anyone know how to select everything and then recolor the whole picture?

I have gone to Image/Adjust Color/Hue Saturation and then select colorize. I inputed my 215 and set saturation at 50. It colorized it in the preview AND in my layer window but then when I clicked OK it when back to black - like I hadn't done a thing!

Help! This is driving me crazy! : )
