I am a novice web designer and I design websites as a volunteer for nonprofits and for fun (my own personal use). I was wondering if you could advise me on a good site for website templates. Either free or inexpensive but reliable.

You will have to look a bit to find the free ones, but they are there. You can also google - free web templates

open source and copyleft. Huge archive with very well commented code in scripts and css files.
