Wanted: Help with Adobe Photoshop Elements

Want to create a banner with a title. I want to place a jpeg or gif item in the banner. How do I do this with Adobe Photoshop Elements? PLEASE help.

1. make banner, add text, etc.

2. Layer >> new layer

3. open .gif or .jpg you want to add

4. resize .gif/.jpg if it is too big

5. with .gif/.jpg image active, select all and copy

6. paste onto banner, use the mover tool to place .gif/.jpg where you want it

7. merge all layers
