Atomic Clocks

Ok, I have purchased 3 so called Atomic Clocks in the past at different times(excuse the pun). I have set them up per instructions and they all work fine except: when I listen to the WWV National Bureau of Standards time signal from Boulder Colorado and verify the syncronization, the Atomic Clocks are always off by 10 seconds minimum to 18 seconds maximum. Can anyone explain why or are these clocks only a scam?
