Garage Floor Problem

We are almost done with our major remodeling, which included new two car garage. It turns out that the contractor didn't pitch the floor at a slight angle such that the water will flow outside toward the garage door.

The floor should have been pitched as required in the architectural plans and by the Village building code.

To fix this condition, the contractor hired a mason. The mason suggested drilling a hole every 6 inches in the existing concrete floor and to use a wire mesh on the floor. This will allow for the new concrete to adhere to the old concrete floor.

Have you come across a similar issue regarding the pitch? Does the solution proposed by the contractor make sense?
