I am going to install Armstrong Exceleron Vinyl Flooring in my garage. The garage is part of the house and had the vapor barrier under the concrete before it was poured. The house is only 2 years old. Do I need to seal or use the Armstrong primer on the floor before I put down the "glue"? They say the "glue" needs to be dry before laying the tile down but since there isn't a mating glue like contact cement on the tile, how does it stick? I appreciate the response. Thank you.
