Sounds like the safety sensors are blocked or out of alignment.

I had the same problem. I pressed the 1 & 9 button for 10 seconds and the light blinked twice for one touch on and 4 times for off if I did it again. I did this a dozen different ways without resolving the problem. The only way I resolved it was to set it to one touch (light blinks twice on key pad) then press and hold the learn button for 10 seconds and clear out the code and reset all the remotes including the keypad remote. Once I did this, the one touch close started working.

This worked for me as well - had to reprogram the keypad again then the one button close started working
