Need Information on Repairing Old Leather Couch

I have an old (no idea how old) leather couch we just bought. It has lines that suggest it is from the 60s or earlier. It is made by W&J Sloane.

The problem is the seat sinks far too much when sitting down and when not seated the center cushion sits up much higher than then two end cushions.

I removed the black material from the bottom. Underneath that are woven burlap like bands. Behind that are springs. I can't see in that well as the weave is pretty tight but at the other end of the springs there appears to be another layer of the burlap bands and some kind of cotton padding beyond that which I believe is the seat.

My question is, does anyone know how to go about repairing this? Are the springs supposed to be preloaded? It seems strange to me that the springs are not mounted to wood on the bottom but instead suspended at both ends by these woven burlap bands.

Any advise would be much appreciated and I will provide any further information I can.
