do you have to pay tax if you buy from out of state?

Is it true that you don't have to pay tax if you buy out of state? I've heard that California requires it of their residents. What about the other states e.g. Illinois, Florida ... Wouldn't the store know or is that part of what they do to get me to buy from them then leave me hanging with a possible problem?
