Yes, it can. Teak contains natural oils that can either inhibit curing of finishes or cause adhesion problems. After stripping and sanding, wipe with acetone then immediately begin the staining and follow on with finishes when the stain is dry. A good barrier coat of shellac as the first finish coat would be good insurance. Traditional teak finishes are low sheen and low film build. While often described as "teak oil" they are often flat lacquer.

Most Danish teak, the Scandanavian-style furniture, is veneered. I'd go gentle on the sanding. Do let us know how it works out.
