Installing vinyl tiles over existing vinyl tile?

We have vinyl 12x12 tiles in our laundry room. They were glued down by the previous homeowner and none of them are coming up at the corners or seams. It is relatively smooth and even. We're planning on installing new vinyl tiles over this. We were told to rough up the old tile by sanding it with 100 grit sandpaper, so that the adhesive will stick better.

Is there anything else we need to do before laying down the new tile? Can we lay the tiles down in the exact same pattern as the current floor or would it be better to stagger them so that the old seams and new seams won't be exactly on top of each other?
