how to glue molding for laminate floor?

We installed laminate flooring in our condo bedroom. The walls are concrete so we have to glue the quarter-round molding to the wall instead of nailing it. Furthermore, the walls have a rough texture to them. What kind of glue should be used? How do we account for the rough texture of the wall since there will be gaps between the molding and the wall?

The molding itself is not perfectly straight and is not fully a quarter of a round, so it's going to be difficult to keep it against the wall as the glue dries and there will be a gap between the floor and molding. Any suggestions on how to deal with these issues?
