asbestos in floor tiles

My son just bought a house built in the 1940s that has tile in part of the basement, which they have been told could contain asbestos. Some of the tiles are broken. From what I've been reading, this could be a hazardous situation. The floor overall is ok,but there are several broken tiles. Do they need to find an expert and find out if it actually contains asbestos? Right now they are using that room for storage and not allowing their kids downstairs at all. Is it safe for my son and DIL to be walking around down there?? I've read that asbestos tiles can be sealed, but can you do that if some of them are broken? Thanks for any and all help!
