Residue from glue-down carpet

Purchased a home with a carpeted three-season room. The carpet itself was nicotine infused and moldy so it had to go. The remaining glue on the concrete has been a beast to remove. It seems water soluble-mopping turns the whole room into a virtual ice rink. But the glue dissolving solution my husband used did nothing at all. Short of sanding the stuff off, how do we remove it?!

Once gone, the plan is to "paint" the floor with epoxy so it needs to be clean
