Front porch matching stairs on an elevated house

So we have an elevated house that we are building and have a stair/front porch issue.
House style is coastal/British west indies.
color is white with navy blue shutters
Front door and garage door are dark wood
driveway is Chicago brick
we have a staircase coming up to the front door - front door is actually on the second story.

Problem... is that the staircase is wood and the front patio (which is approximately 350 sq. ft) is concrete. We are in Florida so you can't lay the wood on top of the concrete. Therefore we are having a problem with what color the stairs should be and what we should do with the concrete patio?
couple of options we have come up with:
1. stain the step of the stair dark wood and then stain the concrete.
2. Paint the step a navy blue to match the shutters and use a light tile on the patio
3. lay the wood over the patio, match the stain on the steps and the stain on the patio wood and just replace it in a few years if/when it molds.
4. paint the risers on the steps white, the steps, stained dark brown and then lay brick or a paver over the concrete patio.

Any suggestions or opinions about any of these options would be greatly appreciated!
