removal or encapsulation of asbestos mastic

Our basement recently flooded, and after pulling up the carpet, we discovered that while the previous owners had removed tile from the floor, they had not removed the adhesive. The house was built in 1964, and what we've got is black, sticky mastic (now with fuzzy patches from the removed carpet padding). We would like to install ceramic tile in the area and are stumped about how to proceed. Originally, we thought we would sand the floor down or have the adhesive removed by a professional, but now I'm afraid it might contain asbestos. Is there any type of encapsulation method that would work well in this scenario? Thanks!
