Wood Floor Installation

I had hardwood floors installed about 1 1/2 years ago. The contractor "floated" the floors. From day one there were areas that felt "spongy" or "bouncy". I was told this was normal for a floating floor - there were a couple of areas that they came in and drilled holes and injected epoxy. The floor still does not feel right. I have contacted another floor company and they said that the installation was not done right. I have since contacted the original contractor and they want to come back in and drill more hole and inject more epoxy. Is this the correct way to correct the problem? I been thinking about getting a independent floor inspector.
