Flooring with Access to Water Meter?

We live in a slab house and have WTW carpeting in all the rooms except the kitchen, which has vinyl.

We also have dogs a plenty. We're dog walkers and have clients' dogs stay with us all the time.

Getting tired of the carpet and how hard it is to get accidents cleaned up.

I've been looking at the various threads about what's the best flooring for a home with dogs.

But...we have one additional catch. Since we have no basement, our water meter is under the livingroom carpet. If you peel back the carpet, you'll see a piece of plywood recessed into the cement so that it is flush. If you pry up the plywood, under is a hole in the cement containing a water meter.

So whatever we put has to allow access to this by the water company if there's ever a problem.

What do you think is a good solution? We talked about hard wood or laminate with an area rug over it. Will this work with a trapdoor made out of the hardwood and some kind of handle that sits flush so you wouldn't notice it under an area rug, but could lift it off if you had to? Or do wood floors require them to be anchored under the molding?

I'm fishing for ideas here. We were hoping for something that gives a little insulation from the cold cement and would still hold up to dog paws and spills.
