water damage on old linoleum and subfloor

Our living room has carpet with old linoleum below it. The linoleum probably has asbestos in it, so we don't want to disturb it. Recently I find near the bottom of the patio door, the sub-floor was damaged because of condensation. The sub-floor looks like particle board, and it becomes rotten so that the carpet tack strip becomes loose. Since the particle board was damaged, I can see that the linoleum at the edge of the tack strip is not attached to the sub-floor any more, but the linoleum seems to be in good shape, and is not broken into pieces.

We really don't want to disturb the linoleum; but is there a way for us to safely fix the problem? I am thinking about cutting off the narrow piece of linoleum along with the damaged floor and replace it with a same size of plywood, and then install new tack strip and cover it with the carpet.

How do you think about this? What cutting tools should I use? Is there a better way? Do we need the asbestos professionals to do this? Thanks so much.
