have to remove vinyl before laying ceramic tile?

I want to lay ceramic tile over an existing vinyl floor which is in pretty good condition. I don't know how old the vinyl is but it may be from the 1970's. I was told that it would be better to remove the vinyl because the ceramic tile wouldn't stick well to it and also if the floors move (I live on a very high floor of an apartment building) the tiles might crack.

Is this true? Is it better to remove the old vinyl tile?
