Question about Base trim - new HW floor install

We're having new unfinished 3-1/2 inch red oak hardwood installed in our living room - currently carpeted. I think we will need to replace our base moulding. Can we just put new base moulding on top of the floors after they are installed, with no toe moulding? Or is the gap not going to be wide emough to cover with just the baseboard?

Also, the new floor will butt up to a brick fireplace. When we got quotes, both said they could do a mitered picture frame around the FP and butt the flooring against it to avoid the need for toe moulding. Is that going to be a problem with expansion/contraction?
