secondly, when they build homes, throughout the entire process someone from the state inspectors office has to sign off on things like framing, electrical, plumbing, ect...

If you took a mortage out for this home, the bank wouldn't qualify the home if everything didn't meet code.

Nor could you buy Insurance on the home.

You can go down to the city hall where the inspectors office is and get a copy of all inspection records, if you don't have any.

I would not worry to much about it, but i would get the inspection records.

What kind of flooring is over the over-spanned joists? Your most likely consequence will be bouncy floors. If it's tile, it'll likely crack down the road.
