In my experience "vapour barrier" was a waxed paper type material and was used to prevent squeaks not prevent moisture coming through under hardwood. I have a 70 year old place that has no paper below the strip hardwood whatsoever. Wood over concrete, that's where vapour barrier is a must.
Even the so called vapour barrier used below laminates doesn't hold moisture, a spilled libation soaked through it almost immediately. As well the insulation for the laminate products procedure don't call for the seams to be tapped as is when installing 8mil behind drywall. If your paper barrier calls for all seams and edges to be tapped with the orange red Tuck tape well then I would say it is a vapour barrier admit I could be wrong. I can't believe I just said that

Find out what adhesive is scheduled to be used...that will tell you lots. I doubt a vapor barrier is called for, but I have no way of knowing the moisture content of your plywood or what resides under the suspended plywood floor construction. An adhesive that provides a moisture barrier feature might be what you may want to use. Ask your installer.
