Grind & tuckpoint brick chimney?

Our chimney has been leaking in heavy rainstorms lately. We had someone come out and have a look at it, and they recommended doing a "grind and tuckpoint" on several courses of the brick. A sealer would then be applied to the whole chimney.

We have many places on the chimney where there are white crystals forming on the mortar. In some places, this occurs on the brick. We even have a couple bricks on the inside of the house that have the crystals on them.

Any idea what is going on here? Is a "grind & tuckpoint" what we need?
