Restrictor disk placement in direct vent piping for gas fireplace

Where do I place the Restrictor Disk placement in direct vent piping for gas fireplace.

My vent pipe goes vertical, 20 feet, takes a bent of another 3 feet and shoots out to the roof which is another 4 feet.

Should I put the restrictor plate/ disk close to the fireplace or on top of vent pipe clsoe to the roof?

And should i use the RTV ( high temp sealant) to glue this to the vent to prevent this from making noise?

I called _ Napoleon, the restrictor disk is in the fripeplace, and can be used if needed. Well i have another problem, i will post as a new thread.
