How warm can I solar heat my pool?

I live in central FL, and I like my inground pool very warm, about 96 degrees. I have 5 solar panels on the roof, south facing, and right now this month, the best I can get is maybe 86 degrees. During the summer, I could easily get over 100 degrees if I wanted, but now, no.

Two questions. First, we recently bought this home, and noticed that the panels are plumbed so that the water comes in at the top and flows down through the panels. Is this right? It seems like it would heat better if the water flowed up through the panels and came out at the top.

Next, what if I added more panels? I have a huge roof, and I could easily put 3 more panels also facing south. I don't want to bother with the expense, though, if there's no way I'm going to get up to 96. I could actually cover the roof if that's what I needed to do, but they wouldn't all face south. I could make my existing 5, plus 3 more, face south.
