adding insulation to my attic

I am going to have a radiant barrier placed in my attic. I currently have R19 insulation in there. Would it benefit to add extra insulation prior to adding the barrier, or just add the barrier. I live in Massachusetts and have a difficult time keeping my house warm in the winter and cool in the summer. Will the barrier be enough or do I need additional insulation and how much? I was considering to add R19, would that seem appropriate someone said today's codes are requiring R38 for building code requirements. Any thoughts???
