insulating an exterior porch

Our 1947 cape cod has a side porch off the kitchen that was enclosed and converted to a pantry. We added a small electric baseboard but want to insulate under the floor, which is currently accessible.

We are in zone 5 with frigid upstate NY winters.

If we put fiberglass batting between the floor joists, should we staple plastic sheeting over it? We plan on caulking where the floor meets the house for drafts and critter blocking.

When all this gets done we're installing small-square vinyl lattice dug into the ground to prevent the previous tenant (a mangy coyote) from moving back in. This why I want to do this once and do it correctly.
