phillips tv closed caption won't stay on

phillips/magnavox tv bought in 1999
model PS1964 C125
I need to start using the closed caption on my tv. CC works after I set it up but when tv is turned off and on again, it turns off CC. I have tried several times and everytime I turn off the tv and turn it back on the cc is off and has to be selected in setup again. Any help you can give would be greatly appreciated.

Is there a menu button on the TV? Are you sure the TV has CC?
Is this TV so old that it is not remote controlled? If so, per the link below, "For older televisions, a set-top box or other decoder is usually required.>"

How are the channels changed, or are they? Via a remote for Cable or Satellite?

The serial # means nothing. Do you have the model #?
