I was asked to look at a rear projection TV today. The owner told me he has never seen the TV work. When he turned on the set from the front panel, the HV splitter block arced, but no sound, or video. How do I test the HV splitter, and why no sound? Does the presence of HV control other PCB's?

There are many circuit protection regulator circuits in the power supply and the arc caused a shut down of the power supply. Repair or replace the splitter and try again.
