Magnavox RS2744A402 TV Power

I have a 27 in Magnavox RS2744A402 (chassis 27y100 00AA) that, starting last night, does not powerup.

Also: For the last few months or so, it would sometimes not TURN OFF with the remote (or the main switch).

I'm using it with a digital converter (Zenith DTT900). When I would press OFF on the converter's remote, the picture would get brighter, or I would see close-captioning. Then, when I turned the converter off after presssing TV off on remote, the TV would turn off)

Could these problems be related? Maybe a leaky cap? (I've replaced caps in audio amplifiers before, and I have a VTVM and a multitester).

I DONT want to replace with a new TV. I'm still using reel/reel tape decks (Otari MX5050) and my
audio power amp has TUBES inside (McIntosh) so I really LIKE old-school electronics.!!! SO if there could be something to check, please advise.
