Philips TV, Can't keep CC1 off

Everytime I turn the TV on, CC1 is ON. Even if I turn it off, it still comes back on at the next power-on. Even stranger is that when I toggle the CC settings via the remote, they appear in an orange window in the center of the screen, but when CC1 is on from Power-on, it appears in a red window at the top of the screen.

Any idea how to turn it off for good?
