PhilipsTV 25PT53 wont power on and is Making a high pitched sound

I was watching TV two weeks ago left the room came back 15 minutes later and my TV was off. There was a high pitched sound...I unplugged it and waited a cple of mintues to plug it in.When I did the noise came back and the TV wouldnt power on, nothing happened. I tried powering it on a cple of days ago and the noise came back on.I tried to power it on but nothing happened....Can anyone help me with this....
