Panasonic TV

I have an old( 12 years)Panasonic 13inch TV. When I push the volume up button on the TV the channel changes. Also the remote(recently replaced and reprogrammed) doesn't work the volume down feature anymore. Buttons are cruddy ( its in the kitchen). Whats going on ? Is the TV toast?
