PhilipsMagnavox TS2554 C101, no picture, flashing green led

I have seen posts with very similar symptoms but not exactly the same, so I'm sorry if this has been asked already. When the tv (Philips Magnavox TS2554 C101) powers on, the screen is black and a single bright white line appears momentarily at the bottom of the screen. It is replaced with 2 white horizontal lines, each one pixel high at the bottom. Sound is ok. Green led on front of set is flashing rapidly. I am a "fix it guy" but electronics baffle me so please elaborate as much as possible if you have a fix. Thanks in advance.
