Horizontal lines on my tv

My Toshiba tv, about 5 years old, has developed fine white horizontal lines across the top fifth or so of the screen. The lines are not always visible, sometimes they waver a bit, they never appear when the movie or program is letterboxed.

Is there an adjustment I can make? Could it be cable-related? Or do I have to buy a new tv? Any thoughts? Thanks.
