Philips Magnavox Smart Plus Series

Problem started with TV flashing the picture on and off when you turned it on. Started with maybe 5 to 6 flashes.
So we got to where we never turned it off. But when the electricity would go off it seemed to take more and more flashes to come back up. It would come on and go off sometimes 20 to 30 times. We would have to keep pushing the power button maybe 7 to 10 times to cycle through this until the TV would come on.
We went on vacation so I turned it off and when we came back it would not come on. So now I want to see if it is possibly something I can fix myself. I once fixed my washing machine with a 10 cent part. I would hate to throw away this TV, when I might be able to fix it myself for not all that much money.
The TV has been sitting for a little while and now it will not do anything at all. I can here a very low click that repeats about 3 times a second. I have not opened the back up yet. Any suggestions will be much appreciated.
