Magnavox TS2760 C101 has no picture and has motor sound

My father-in-law has a Magnavox TS2760 C101 TV that will turn on, but has no picture and has a motor sound that varies with the volume on the TV. From what he told me, the motor sound goes up with the volume going up. The lack of a picture would tell me his high voltage is gone. Would that also affect the sound, making it sound like a motor?
