Most bodies of humans or animals are made of wire, and then wrapped in crumpled foil for fuller areas, masking tape and then layers of papier mache. Papier mache can be made from newspaper, paper toweling, etc. I am not sure of the wire gauge, 24? You want a flexible wire but one that holds shape well. I find wire hangers too unflexable but will work in a pinch.

I have a pattern for Good Morning Sugar Britches. I think it is 19" also. Both arms and legs are jointed. I also have one for Cuddles. I'm not sure how big it is but a little larger, also with jointed arms and legs

We made dolls very much like this years ago....a styrofoam ball...make indentions for the eyes and mouth....shape a nose also...then we covered it with strips of cloth soaked in something like wallpaper paste. I think crafts stores have a fabric stiffener...when dry, paint and add features. We used smaller balls and made hands feet and legs also. Alas...I forget what the stiffener was called, but I'm sure you could go online or to a craft store and find it.
