On HGTV's Sarah's Farmhouse show, she sent fabric out to be paper backed and turned in wallpaper for the DR.

Here was the source she used and it wasn't very $$ from what I remember.

Fascinating idea!

I googled "starch fabric for wall paper" because I thought I had seen something about using starch to hang fabric. I will attach a link below, but the search turned up several possibilities!

I did this years and years ago when my husband was in the military and we lived in base housing. You weren't allowed to use wallpaper, which then was very much in vogue. Even if you painted your walls, you had to repaint them to blah beige when you moved out. In an effort to make our place look more personal than the cookie cutter housing that it was, I wallpapered our bedroom and kitchen, using fabric and liquid starch. It stayed in place beautifully for 5 years, and was easy to remove when we left. I just pulled it off and then had to wash all the walls down. The fabric I used was a light weight cotton.

I've seen fabric dipped in starch and attached to walls, but my concern would be the moisture in a bathroom. Do you think it would hold up? I would think if it gets damp it will start sagging or coming off the wall. I don't know if it will, just a thought. That would be a lot of work for nothing.
